    Professor Frank specializes in local government budgeting, forecasting, and performance measurement. He has conducted numerous program evaluations and developed performance indicators for local governments in Florida. His books cover local revenue forecasting and the Miami fiscal crisis of the late 1990s, and he has recently edited the *Handbook of Financial Management*. At FIU, he collaborates with the Metropolitan Center on research related to privatization and efficiency programs and has served on various Miami-Dade County boards. His previous roles include capital budget analyst and management analyst. He has also directed the Institute of Government, acted as Director of the School of Policy and Management, and chaired the Public Administration Program. His current research interests include public sector retirement behavior and local government performance measurement.
